ELC resonator parameter retival

Hi,
I am trying to retrive Parametre(epsilon,mu) of ELC resonator.
I have written matlab code for retriving parameter using smith paper( PRE 70, 016608 (2004))
This code is working for split ring resonator, now i want to retrive parmeter for ELC resonator (journal of applied physics 110,014909(2011) {Ultrathin multiband gigahertz metamaterial absorber}) but s21 of this structure is Zero.How to fix this problem or what is the way to retrive parameter for this structure.

Please help me......
