A simulation (A High impedance surface) problem in HFSS

Hello all!

I have posted this last night, but I guess I did it in a wrong place!
This time I will also attach my simulation file.

I am trying to see how a patch array (with mounted tuning varactors across the gap between the conductors) is able to steer the beam.(The patches are very small comparing to wavelength).

By changing the capacitance between the patches one should be able to reflect the incident beam in different angles. (because of simulation time issue, I am working on a 4x4 patch array, however, for a good beam steering one need more number of patches)

I am having problem using HFSS to simulate this structure!

1) I used lumped RLC to model the capacitance across the gaps! Is there any other way to model this varactor diodes?!

2) To find out how the structure steers the beam (The reflection angle should depend on the capacitance of the varactors across the gap), I have plotted the bistatic RCS for 0<theta<180. But the RCS does not really change when I change the capacitance! apparently there is something wrong in my simulation!
does anybody have an idea how to model this?! Is there other ways I can use to simulate this structure in HFSS?! Any other way to find out how the angle changes based on the capacitance of the varactors!

I have attached the simulation file! I very much appreciate it if you guys can help with this!
