When designing antennas, the common specification for matching is quoted as a 10 dB return loss.
Converting to VSWR, this would mean a VSWR < 1.924 : 1

A VSWR of 1.041 is quite good and definitely acceptable for most applications.
The physical limit of VSWR is 1. As you approach VSWR < 1.1, you can use return loss as a finer indicator of performance.
And how we can approach that? i mean which parameters affect VWSR?

VSWR is related to the impedance mismatch between your input feed and the device under test. You can achieve near perfect VSWR by achieving a good match between the input and load.
A VSWR of 1.041 would mostly be considered good enough. From an engineering point of view, efforts spent on further reduction might not be that effective (law of diminishing returns).
