you should probably instead ask "how much power will the WR-22 waveguide flange handle", as that is where you will have the most trouble. But standard waveguide wr22 at sea level should handle 150 kW pulse power according to Matthaei, Young, and Jones

There is no such "exact" value of the maximum transmitted power in a WR-22 waveguide.
The real power value is a function of air pressure, humidity, surface finish of waveguide walls, and also how well the load is matched to waveguide impedance. With a standing wave, power gradient becomes localized and the usual effect is a corona in the waveguide.
Also, pulsed power changes the breakdown condition by its duty cycle and pulse shape.

On what basis the number of holes will be selected in designing multi hole coupler and how the didtance between two adjacent holes effect the mode of transmission?

I think they use side wall type couplers (B field) for high power so they will not arc over.
