Purchase of components from manufacturer

Hi,
I want to ask that everytime when we have to buy a Xilinx PROM, FPGA or components from other vendors such as AMD, why is that we have to purchase them through 3rd party suppliers e.g. digikey, Avnet?
Can't we buy directly from Xilinx or AMD etc?
Secondly, how authentic can Certificate of conformance of product can be when we are not getting it directly from the manufacturer. Are their any standard procedures to validate the authenticity of the Conformance certificate
