Incongruences in HFSSFloquet.pdf Version 13 Instructions and Results

I have currently tried to simulate this multiple times and everytime I have gotten linear results following their instructions. Is there some assumed steps they chose not to include? I have setup the parameters as directed with theta ranging from 0 to 90 in 3 degree step sizes. I also set Stheta_scan as my independent variable. Any help would be appreciated.
