Dimensional analysis of GTEM correlation equations

I am trying to understand the equations for correlating GTEM radiated emissions measurements to equivalent OATS data. I am referencing the linked paper, but there are other similar papers that can be found online. I'm having trouble making sense of the units, which makes me unsure of how to implement the equations.

The equation for correlated OATS maximum electric field from GTEM measured total radiated power is given as follows:
where E is electric field, η0 is free-space impedance, P0 is total measured radiated power and gmax is the "geometry factor".
The equation for geometry factor is given as:
where r1, r2 and s are distances and k0 is wavenumber.
Hence, the units on the right side of the equation should reduce to V/m as long as P0 is in W=V2/Ω. V/m = √[Ω*(V2/Ω)]*(m^-1)
However, the derivation of total radiated power is unclear to me. The directly measured power from the GTEM is |b0|2:
The measured power |b0|2 is related to the total radiated power by the following equations:

If the units of e0y are √Ω/m and |b0|2 is in W, then the calculated total radiated power P0 would have units of W/Ω. With these units, the units for electric field E then come out to V/(m√Ω).
Is there a dropped unit somewhere that I am not seeing? Is anybody familiar enough with these equations to help point me to what I am missing?
