At, you must specify you frequency band(HF,VHF,UHF and MW). for HF band you can download free software from internt(for example from ITU).
for Higher band you can write simple program by experimental coverage prediction method(for example by ITU P.1546 recomendation) and also by simple theoretical methods

I have GEOTIFF format of digital map and I asume it will work with above
mentioned softwares.
Frequency band in which I will use the software is VHF and UHF
