15.51为什么不能Fanout？

在执行route/fanout by pick后，软件弹出一个错误框，

上面提示要装specctra 9.0或更新的版本，可是15.5里本来就是9.0的。

在Viewlog里发现下面的,请问高手,这是啥问题,有办法解决吗?

给我感觉是license有问题，要不哪位帮帮忙发一个license给我，让我试试，谢谢了
