FIX_ALL 属性为何没作用？

FIX_ALL 属性定义：在Allegro 系统中，使用Swap 功能时，若零件有加入FIX_ALL 属性，则对该
零件无法进行Component、Function、Pin 的Swap 动作。

我的操作如下：

定义FIX_ALL 属性

使用Swap>>>Component 功能

定义了FIX_ALL 属性后Swap>>>Component 功能一样生效，如图之DRC
