If file size increase of the internal handover data file is requested alteration is permitted provided that the new requested file size plus the size of the external handover data file does not exceed actual size of relation file which can be set to the maximum of 32768 individuals.

的确是邻区加满了删除几个不必要的邻区
估计是把越区覆盖的信号加到邻区列表中了
邻区没满了啊，ALEX里查询好像是讲什么要添加SAE 522,这是什么东西

SAE 522满了，得扩SAE
SAAII:SAE=522,BLOCK=RQCD,NI=xxx ;
xxx是要增加到的值，如你目前是100，你要扩到120，你必须一个一个步长扩，它的步长是1，也就是说NI=101，执行了在NI=102,……一直到NI=120

这是什么设备的命令？
邻区SAE都加满了，太牛了，也太久没做邻区优化了吧，建议做一下这个BSC的邻区优化，删除一些没必要的邻区。
你这种就是邻区已经达到了BSC里面的设定值，在不扩SAE的情况下。就得优化哈 邻区了。。 建议采用这种方法。。
