NO POWER VDD

IF i have no power , i use three digital level to get VDD , how to do !
at least one of three digital level is high.

Add a driver stage: a p-type mosfet with drain attached to the VCC rail and gate biased by the digital output should work fine. Be sure that the mosfet is dimensioned well and can handle the current you need to sink.
