dielectric constant measurement

hello everybody,
i want to measure the dielectric constant of ceramic material by using hakki coleman method so for that i have full experimental setup but i don't know what is the procedure for measuring dielectric constant and how can i calculate the dielectric properties from the s parameters curve or resonance frequency...
anybody having program related to calculation of dielectic constant then plz send me at ravi8331@gmail.com.....and also tell me what is exact procedure for calculating sample size of the sample matrial for perticular frequency...............
