If I have a material of complex dielectric constant at 10 * j*0.1, is following HFSS material setting correct?
Permittivity = 10
Bulk conductivity = 0.1
Dielectric loss tangent = 0.01
Are conductivity and loss tangent redundant? They are related.

I assume the number you are talking about is 10+j*0.1. Therefore,
Relative dielectic constant =10;
Loss tangent=0.01;
which are correct.
But the conductivity not only depends on the imaginary part of complex permittivity, but also realted with the operating frequency, as shown in the following equation:
εr”(f) = δ/(2πfε0)
Thus, I agree with your calculations of both permittivity and loss tangent, but i think u may need anther calculation for the conductivity.
