I think we can use wilkinson power divider as combiner as well.
My questions are
What will be the output if we feed two signals of equal amplitude with some phase diff between these two signals?
what will be the output if we feed two signals of equal phase and amplitude of 10 and 7 dB each?

1) If the phase is the same double the amplitude ( + 3 dB ) , if there is any phase difference compose the two vectors
2) Transform dB in power ( mW ) , sum them and trasform again in dBm; in this case 10 dBm + 7 dBm = 10 + 5 mW = 15 mW = 11, 761 dBm

In fact, try to use the s parameters of wilkinson combiner. As far as I remember itwas like this:
0 -j/sqrt(2) -j/sqrt(2)
-j/sqrt(2) 0 0
-j/sqrt(2) 0 0
Try to formulize the problem in terms of power waves. You can use book by Pozar (Microwave Engineering) as a reference.
In both cases that you required help for, there is odd mode of excitation and you cannot directly add to powers.
