How to Model Substrate Resistance

I am trying to improve the HF RF characteristics of a torsional varactor using mems. How can we model the substrate resistance

Check if you have the option for conductivity.
conductance=1/resistance
So tool will take care of this inverse.

No, I did not see such option in HFSS

Let me put the question in this way, Given the dimensions of the substrate, is there a way to compute the resistance offered by it directly
