In theory the noise figure of an attenuator is its loss, but is it possible to measure the noise figure of an attenuator in the experiment?

Yes, Just place the attenuator in DUT location.
Note that attenuation range is with in the range of the equipment.

You can observe the measured value on the The Noise Figure Meter. Once it's calibrated, if You put a 2 dB pad, You'll read NF=2dB and Gins=-2dB.
But:
1) formally speaking, this happens only if the noise figure meter, the attenuator, the Noise Source and the Temperaure variable wrote inside, are all placed at 290K (phisycal temperature).
2) In the case You are thinking to calibrate or check the ENR... The use of a well known and calibrated attenuator cannot give any informations in order to calibrate the ENR.
