help for research paper on VLF technology

Hi,

i want to have some research topic/idea for writing a paper regarding VLF receiver . is it possible to use VLF transmitters for navigation purpose like GPS satellites. We still have LORAN-C system running for navigation (own position identification)




moreover i want to ask general question about plagiarism and how can we avoid it in our paper.
