PLL transmitter: Data rate & bandwidth

Hi,
I'm designing atransmitter by fractional PLL synthesizer.
I know that the modulation from the modulus is a low pass, and the data rate can't be high, but I can't get a deep understanding about it .
Someone can give me some help about it in details?
