how to fit conductivity and permittivity values to Cole-Cole model?

how is data fitting of the Cole-Cole equation is done? Does anyone know the process of doing it in plain English. It is covered on page 2644 of this paper http://www.engr.wisc.edu/ece/faculty...mb7_10_001.pdf, but not in enough detail to make complete sense to me.
