IC simluation on RF Sim99 software

Can IC's (like transceiver chips) be simulated on RF Sim99? If no, is there any software that can serve the purpose?

No, RFsim99 it's a linear RF simulator and cannot be used designing RFIC's.
Some of the CAD vendors have evaluation (time limited) software. Try AWR, Agilent ADS, Ansoft, etc
