How to determine inductance of quarter-wave microstrip transformer?

From some recent reading i realized, that quarter-wave microstrip transformer can replace inductance coil. And how we can charactize this inductance?

Also i do not get the point of this phrase: from here: http://en.wikipedia.org/wiki/Quarter...ce_transformer

what does it means? capacitor becomes inductor or something else, like capacitor now can be used without inductance in LPF?
