UWB Antenna Design for dongle

The attachment above is the design i am designing.
objective of the design is to get the whole UWB range(3.1GHz to 10.6GHz) as bandwidth,but i am getting the range from 4GHz to 25GHz.
So what do u think is problem here.

One reason could be the Er of the substrate.
