EC-SRR effective permittivity

Dear colleagues,
I'm a begineer on metamaterial area and i wanted to know if a EC-SRR unit cell (without the rods on the other side) built on Rogers substrate would have an effective permittivity equal to the substrate one ("epsilon_r"), or it would change? I'm trying to calculate resonance frequency of these unit cells before i can do any simulations...
