Hello,
I need to make a usb power transmitter which will turn on the Remote device when my laptop starts, and turn it off when my laptop is switched off.
Actually i've made the circuit but its not turning it off and keep the decoder in latch condition when my usb device is off ( means 5v is disconnected) so is there any other way ?
one way i am thinking is directly driving the base of the transistor from VT LED that would be the easiest option available, but if any other logic possible please guide me.

i think you are working ht 12e/ht12d pair and will give you latch output.. use ht12a/12d and then you will get momentary out put..
HT12E and HT12D will give you momentary output. Latching of all channels is possible only when Flip Flop like CD4013 is used at the output. And note that HT12A is used for IR remote and not RF remotes.
