There are modern walkie-talkie radios which transmit several km.

All (or some) have a voice scrambler.

A walkie-talkie with scrambler will give you secure radio communication.

If two points are not moving, a point-to-point " simple laser communicator" DIY kit may solve your problem.

laser communicator may be hard to intercept.

Frequency hopped system with digital encryption of the voice (data) will work pretty well.

A really wide digital spreading bandwidth system, with power limited so the soread transmitted signal is received below KTBF noise floor, would be pretty hard to intercept. Without knowing the digital dispreading, there would be nothing but white noise to process
