Help need for installing Market available SMT components Library in ADS2009

Dear Sir,
I want to install the market available JOHNSON Company SMT CAPACITORS library to my ADS2009 RF passive SMT library.
What I did is, I went to JOHNSON Company ADS2009 designer RF capacitor library and downloaded the JTI0201LCAPS.deb file and copied into the ADS2009 main directory. I have also downloaded the instruction file to installation of capacitor components library. When I followed the steps in the instructions given in the installation guide. I am getting following instruction
dpkg-deb=--extract needs a target directory
perhaps you should be using dpkg--install?
C:\ADS2009>
I don't know, how to overcome this instruction to go ahead to other steps to installation.
Please can you anybody help me how to overcome this instruction and go for completion installation of the market available SMT capacitors to my ADS2009 LIBRARY. I am here with attaching the DOS prompt instruction and installation PDF guide

The instructions are to use the command:

hpeesofpkg –x JTI-package-name.deb ./

with a space between ".deb" and "./". You do not have that.

As you told I followed and did it. I got it, but it is showing that cannot change mode to rwxr-xr-x:Permission denied and show errors, how to overcome this permission denied and errors.

I couldn't understand step5 in the installation procedure, what I have to do for the step5, can you tell it sir. I didn't understand the step5, Can you explain it , what we have to do after step 4.
Herewith I am attaching the permission denied and errors of DOS prompt and also difficulty of step5 of installation procedure and installation procedure document.

Some can resolve the difficulty of posting #3.

Change the permission of the installation file...They are read-only..

Hello Everyone! I am facing the similar issue and have realised the problem after seeing BigBoss's reply. However, I couldn't change the permission of the .deb file.
Will anyone please tell me how is it done? On viewing the file's properties, "read only" and "hidden" check boxes are available.
