It depends on the bandwidth that you need. For a single frequency, you can design length to give exactly (*) the desired phase shift.
No problem, you just need to calculate the corresponding lengths.
(*) The only difficulty can come up with FR4 substrate where permittivity has large tolerances. There are suppliers who provide quality controlled (permittivity controlled) FR4-like materials. Or you choose a better quality RF substrate from the beginning, which also has lower loss. Better quality substrates also have lower loss, causing in less variation of insertion loss between the different path lengths.
