Advice: long range NLoS wireless transmitter for analog cameras

Hey everyone,

I have to stream video from analog camera on my rover to the ground station.
The link is NLoS. The obstructions are mostly poud of sand and there are oly few areas where the communication is completely NLos. I had previously considered using IP cameras but that did not work out. I searched online and found that there is no latency issues in analog cameras. I need help in choosing the components. I would also like to know on what power should I trasmit to achieve a reliabe link. I am attaching a google earth Screenshot of where I will drive the rover.



The rover will trace a path of radius 3KM in any direction from the point marked.
I have decided to operate on 1.3ghz, Will that frequency be enough to penerate the ostructions?
On what power should I transmit to achieve a reliable link?

Please give suggestions for choosing transmitters, receivers and antennas.

I seem to remember that while doing path propagation analysis, because of the atmosphere and knife edge diffraction, the radius of the earth was taken as 4/3 of the actual value. But I do not know if these effects are valid for Mars.
