usage of 315mhz for automotive application
I would like to use 315Mhz RF for automotive application.
Can someone guide me to confirm that is it free band or not? If not free band, what is the procedure to use?

From an internet search, 315 MHz is commonly used by garage door openers. You need to use caution because you could get in trouble if authorities discover you interfering with neighbors' garage doors.
Commercial modules appears to be available for that frequency. One of those could be suitable for you. But you should not transmit continually, or else you could interfere with neighbors' garage doors.
315 MHz is probably not a free frequency in your country. It's allowed in FCC domain, not ETSI (and not India, as far as I know).
License free means that devices complying with the regulations (frequency range, radiated power, harmonic and spurious level, possibly duty cycle and application restrictions) can be operated without individual allowance. The devices need a type approval in most countries, mandatory at least for retail products.
That's not excluded by design, but indicates in most cases exceeding the legal power level.
