What is the difference between characteristic impedance and normal impedance?

I think you mean "nominal impedance". The characteristic impedance is the actual impedance of the transmission line, while the nominal impedance is the impedance that should have the line by design. Ideally characteristic impedance=nominal impedance. In practice the two are close each other but not equal.
