dielectric resonatorArcs

Now i happen to some problem ,when simulate the dielectric resonator.
I want to simulate the resonant frequency and the rcs of dielectric resonator.
Some papers say that the rcs of dielectric resonator is much larger at the resonant frequency,why i cann't reach? help me!
Any advice is regards
