usually there r several techniques for dielectric measurements, for instance transmission reflection methods, free space measurements, resonance and TDR measurements.

Which method of those u r interested in ?

first u tell me which technique u want to use for measurement and what type of material ?

Search in IEEE with keywords: characterization, T-resonator. It's pretty good. You can also try to search paper of Hinojosa. He used CPW. I tried this one, it's pretty good.

I wan to do it as final year project.I wan to know which is the best dielectric property measurement through analysis of several measurement techniques, best suited for biomaterials.

I am not really sure of biomaterials here..Will the analysis be very complicated?I think it uses a lot of Agilent high tech software.
