measureing dielectric properties of materials by softwears

hi all,
is there any softwear that can simulate the measurement of dielectric properties of materials ?

I think all software for EM field use maxwell's equation then you can use all of them and see the simulation results and from their log file you can see the value of them.in advance you can put the value in EM formula for dielectric and calculate with matlab .

what is the requested parameter from the software for the material that i want to measure its dielectric properties ?
