momentum - definition of two material layers

Hello!!
I'd like to simulate a passive attenuator (T attenuator) with ADS-momentum, but I don't know how I can define two material layers in the same substrate. The attenuator design is in the attached file.
Anyone can help me?

I was in trouble because of Momentum Substrate?

it looks simple if you are looking to make two layer substrate then after making conductor on cond layer and resistor on resi layer go to momentum-> substrate->creat/modify
add layer in substrate layer tab this will be the substrate layer, then click layoutlayers above the newly inserted layer you will find dotted line click on it and on right select resi from drop down menu of name. thats all
