I've checked your design and it seems everything is OK. You can decrease the size of the substrate as they used 54x37 mm^2 but I don't think that would change much to the gain.
I guess, they are talking about directivity (not gain) which is around 1.6 in your case. I doubt about getting gain of 1.5 dBi using FR4 substrate.

Thanks Shameem. It was really helpful... I'll try tweaking the antenna... I'm getting a really low gain (-10 dBi) right now. Seems awful for a microstrip patch antenna.

Generally, patches are in the 6 dBi range. If I was seeing -10 dBi I would be concerned that something was going wrong unless I was working on an electrically small antenna.
For another rough data point, I recently measured the gain associated with an open connnector and found -20 dBi.
