Touchstone translation in ADS-SPICE model generator

Dear all,
A standard *.s28p failed to translate into SPICE model using ADS2003C -SPICE model generator. However, a standard *.snp, where n<10, can be translate correctly into SPICE model using ADS2003C -SPICE model generator.
I checked the @DS manual, it stated that the SPICE model generator can translate the touchstone file into SPICE model from 1 port to 99 ports touchstone file.
Could anyone here tell me what is going on with this?
