常用的系统消息有：
（1）SIB1：包含NAS层的系统信息和UE定时器/计数器
（2）SIB2：包含URA的信息
（3）SIB3：包含用于小区选择和重选的参数
（4）SIB5：包含用于小区公共物理信道配置的参数
（5）SIB7：包含上行链路干扰和动态持续电平等信息
（6）SIB11：包含测量控制信息
具体的：
SIB1：包含小区NAS信息LAC、RAC、TS3212等
SIB3：包含用于小区信息CellIdentity，二进制共28位，前12位是RNCID，后16位是CI，可以确定当前的覆盖小区信息。
SIB3：包含用于S准则的小区选择参数和R准则的小区重选参数，是空闲模式小区优化的重点。
SIB5：包含用于小区物理信道的信息参数，例如PICH,AICH的功率信息，PRACH,SCCPCH的功率信息
SIB7：包含小区上行干扰值RTWP
优化应用：开环功控和判断上行无线信号质量
初始电平= 初始导频值– RSCP接收电平+ 上行干扰+ 固定值
