ATU测试呼叫重建后统计为掉话问题

如图：该覆盖区域基站光纤断，导致无覆盖。主被叫在该区域都发生呼叫重建信令，且重建失败，但为什么被叫计为一次掉话而主叫未统计在内？

按理说就应该是掉话啊，掉话是怎样定义的：手机从专用模式转换为空闲模式，而没有出现disconnect或releas中的任一条消息，就记为掉话。
