Cause Value:41, Temporary failure

如题。
setup之后，无callproceeding，下发的disc详情中，原因是Cause Value:41, Temporary failure，请问是什么原因

我的理解是，收到setup之后，msc到vlr上查询主叫号码，如果接受业务，则回复callproceeding。
如果MSC没有收到setup，应该导致之前的计时器超时，空口不好的说法似乎不成立。
MSC收到setup之后，资源不足还是有可能的
