With this parameter you define the maximum power level an MS
may use in the serving cell. When segment usage option is on
and the segment does not contain a BCCH BTS you cannot
modify this parameter.

1800要调整PMAX2
MS txpwr max GSM1x00 (PMAX2)
默认值是30dBm，也就是1W，调整的步长是2，所以你要设置到33dBm是不行的，而且这个参数没什么调整的必要。
