新建站时，锁屏能通信，不锁屏就找不到该小区
新建站时，lac,mnc,ci都正确，锁屏能通信，不锁屏就找不到该小区，直接从邻区切到另外一个邻区了，忽视了这个新建站！而且是离这站不远，邻区都有加，降低了接入电平值还是不行，求解
试试切换门限
看一下小区放在第几层，如果放第三层的话基本上找不到。
TD吗，还是GSM，是不是小区开启了cell barer了啊！建议看看这个开关是否打开了！如果打开了就会有楼主描述的显现了！

数据删除重建看看。
你先锁频拨打一下其他MSC的电话或者打一下固话，如果能成功说明你的所有PLMN所有参数，（mnc，msc，lai，rai，cellid，siti等设置正确），这样如果还在不锁频的时候找不到该小区，把手机模式改为扫频搜索，在看看修改一下CIO和切换参数看看！
重新规划做数据，看看和其他的基站的数据有什么不同。
可能邻区数据没有做好，占用到别的小区时就没有检测到新开站小区的信号，锁频就能用上
