LAYER3信令中CAUSE VALUE:38有什么原因导致？

如题。
DT路测信令含有DISCONNECT-CAUSE VALUE:38，接着释放信道，服务小区指标、无线环境均良好，资料就说是网络故障？大概是什么网络故障原因导致DISCONNECT？

无线环境良好的话，可能是终端问题，多复测几遍

一般来说，有如下几种原因：
1、终端上报信令，网络没有收到，此时网络强制释放；
2、网络下发的信令，超过重发次数后，仍然没有收到回应，导致释放；
3、网络传输故障导致异常释放；
4、信道板负荷过高；
