NCC permitted : 255 为什么是255？ NCC不是大于等于0小于等于7吗？
我知道NCC的作用，但是我搞不明白为什么上面的 是 255，那是什么意思？
NCCPERM---定义允许手机切换小区的NCC，只有NCCPERM中允许的小区才可以作为当前服务小区的切换目标。因此，即使定义了相邻小区以及MBCCH，如果邻小区的NCC不在当前服务小区的NCCPERM范围内，则手机不会向该小区切换。就了解这么多了。。。。
