为什么LAC码中的000H和FFFH不可以使用

不同楼上的观点，LAC的取值是3GPP协议规定的，和EXCEL表格没有关系！协议为何这么规定，可能是研究的时候发现2个OCTET字节已够用了，要寻根究底也没办法找到答案。

LAC是需要保存的，如果没有保存，或者删除的话，总要有相应的表示为，那么就取两端，表示当前终端之前没有相应的LAC值保存，如果下发这样的值，那么就没办法区分了！
