这个是指该小区是否对DPA/UPA的支持情况
你注意看完整信令,激活集里每个小区都有对应的这两个IE,信令里面表现为对每个PSC给出这两个IE。对比切换前后每个PSC这两个IE的值,就能知道DPA/UPA在切换前后的情况:是否是HSCELLCHANGE,还是从DPA/UPA切换到R99了。每条信令里面只有一个PSC该值是TRUE,但DPA/UPA必须是同一个小区,不能分开。
像你的问题里这个PSC111小区,就是DPA的服务小区,而且上行是R99(上下行必然是同一个服务小区)。你问切完了也是true但有的时候是false,不能单看一个PSC,得全部看完才能知道具体是什么歌切换情况(参考上面一段的原则)

刚好碰到一个问题:
