It looks like a patch antenna. To reduce its size, some makers use a dielectric substrate with certain permittivity.

if you want to buy the antenna then first make sure in which frequency range you will be working in, and you can't buy only the antenna part of this module. you have to search for some other compact antenna which can meet your requirements.

This is no doubt a GPS ceramic antenna with dielectric constant of around 22.0 and thickness of about 5mm. We usually use a 28dB 3-stage LNA to enhance the gain to about 30dBi (28dB LNA + 3dBi Antenna gain) which communicates to the satellite.

also I don't think it is active, I think it is a passive antenna (without LNA)
