Need help designing an RF power amplifier stage for an analog communications trainer!

hi, i was wondering if anybody can help me understand this circuit:

it's a schematic for an RF power amplifier stage for an analog communications trainer and i was hoping to use it as a basis for designing our own rf power amplifier for our communications trainer (project for school). the thing is, i'm not sure what the specs an RF power amplifier for a communications trainer should have. what are the things i should consider? thanks in advance!

#1 It should be bomb proof - able to withstand a full short circuit across its output. Also to be able to withstand over driving at the input (use different connectors?)
#2 Its a linear amp, so it must be linear, though as a teaching aid, it could be useful to be able to change the bias , from class A working, through B, to C.
#3, Built in current metering to demonstrate tuning and loading the Pi tank circuit.
