Test set up for power divider

Hi everyone,
Could you guide me to make a test for RF power divider with specification:
port1 (40% power, 0 deg phase shift)
Port2 (60% power, 90 deg phase shift)
I confuse the test set up and equiptment. Pls advise.

Port1-->4dB ATT---------->Combiner
Port2-->2.2dB ATT-->90 Phase Shifter-----Combiner
My quick thinking..
No, if use att, the total power is reduced. With Unbalanced power divider, then add a phase shifter.
Maybe I miss something, but why not measure with a VNA? If you measure as a two port, with the third port terminated into 50 ohm, you can easily postprocess the S21 data sets and get the difference in S21 magnitude and S21 phase between the two paths.
