Pulse detection circuit

When a pulse of amplitude 0-5V is given as the clock of D-latch, I am getting output pulse amplitude as 2.5-5V. How can I get a pulse of 0-5v at the output of D-latch? I need to make Pulse detector circuit; any other configuration is also welcome.

You provide us no information! WHAT is your D-Latch? ECL? TTL? CMOS? Vacuum tubes?

If you are getting a low of 2.5V out of a CMOS latch, then there is something broken. It should be close to ground (assuming the VSS of the chip is ground)
